October 5, 2015 Middletown Township Committee Meeting

At the Oct.5th workshop meeting of the Middletown Township Committee, the Committee heard reports from TOMSA and the Housing Authority as a requirement in the state Best Practices program. Also an ordinance to set fees for activities at Poricy Park was adopted. Also a presentation was given by the Police Department on the status of local pawn shops and how the police are trying to have them comply with a new program to tract potential stolen goods that may have been pawned at their shops

Middletown Department of Recreation Relocated To Poricy Park

The Middletown Recreation Department is moving once again. It was moved from the Croydon Hall complex a couple of years ago to make room for Trinity Hall all girls school. It was relocated to old Port Monmouth Library on Main St. after the satellite branch of closed.  It is now moving to Poricy Park. 

I wonder what will need to be relocated from Poricy Park to accommodate the arrival of the Recreation Department.

Poricy Park is located 345 Oak Hill Road, Middletown – just west of Route 35 South. There are directional signs posted on Route 35 and at the Parkway exits. Please pardon our appearance while we finish settling in.

The Recreation Department is now offering a 9-week Dodgeball League for children in Grades 3-8. Sign up with your friends as a team, or sign up as a Free Agent and you will be placed on a team. Santa’s Coming to Town November 29-30

Santa will be visiting the Poricy Park Nature Center on Saturday, November 29th and Sunday, November 30th, 1:00pm to 3:00pm each day. Children can have their photo taken with Santa and make a craft in the classroom. The Nature Center will be transformed into a winter wonderland with holiday music, candy canes and refreshments. Fee includes visit with Santa, candy cane for each child, craft for each child and one photo: $8 members; $10 non-members. Note: Families can include additional children for $2 each.

While visiting, guests are invited to stop in to the 27th Annual Holiday & Craft Shop held at the Annex. The shop runs Friday, 11/28 through Monday, 12/1, 10am till 4pm; Friday, 12/5 through Sunday, 12/7 and Friday, 12/12 through Sunday, 12/14, 11am till 4pm. The Nature Center Gift Shop is also open during Santa's visit for unique gifts and bird seed; or purchase tickets for the annual quilt raffle which will be drawn on Sunday, December 14th. Head over to Poricy Park for a morning of fun, games, and education as we kick off the Township's Grazing Goats project! In order to go back to the simpler and more eco-friendly times, we will now be using goats as our biological lawn mowers! A small goat pen, separate from the grazing area, will be featured at Earth Day to give visitors the opportunity to personally interact with the goats, learn about their habits, and most importantly educate visitors about the problem of invasive plants and benefits of native vegetation.

The Township's Grazing Goats project is made possible by a Sustainable Jersey $10,000 Small Grant. The goats will work in teams within a double-fenced, 2-acre area at Poricy Park to remove invasive vegetation. They will be hard at work, grazing over the subject area during the 2014 Spring and Summer. Volunteers will maintain their daily water supply while the farmer will provide a safe environment for the goats and park users.

Invasive plants and species kill the native plants that create vegetative diversity within Middletown’s beautiful parks. With the help of our goat friends, the invasive plants and species will flee our beautifully diverse home.

Other events for the day include a “Touch-a-Truck” display of a variety of Public Works vehicles including our brand new CNG truck, displays by Clean Communities, the Middletown Environmental Commission, the Middletown Green Team, an informative hike by Poricy Park, and crafts for the kids! So come and join us for a day of fun from 10:30 am to 1:30 PM at Poricy Park Conservancy, 345 Oak Hill Rd, Red Bank (GPS)

Earth Day Celebration April 20

Green activities abound as part of Middletown’s Earth Day on Saturday, April 20. Start the day by helping at one of three township parks from 10 am to 2pm. Volunteers are needed to help with trail maintenance at the Coe Property located at 89 Sleep Hollow Road; trail mapping and establishment at the Campo Property located near Cottage Gate, Rt 36 southbound and for park pick-up at the Lincroft Village Green on Newman Springs Road. Closed toed shoes are required. Bug spray, bottled water and gloves are suggested.

Head over to Poricy Park, 345 Oak Hill Road from 4:00 pm to 7:00 pm for an afternoon of fun, games and education. The afternoon will include a musical performance by Miss Sherri featuring Go Go Green; gardening tips and money-saving hints provided by Rutgers’ New Jersey Agricultural Experiment Station; native garden plant identification; the Follow a Drop of Water Workshop & Hike; a recycled arts and crafts display and workshop; and recycled games. Free Saplings will be given to the first 150 families. Recycling items to be collected at the event include electronics and crayons.

Update 11: Water Co. Eases Hours for Odd/Even Outdoor Watering

The following information is provided by New Jersey American Water

New Jersey American Water customers in Monmouth County remain under a schedule of odd/even outdoor watering, however the company today lifted the 5 a.m. to 9 a.m. and 5 p.m. to 9 p.m. time frame when outdoor watering was permitted. While customers are no longer restricted to watering within those set hours, the company advises customers to conserve water inside and outside of their homes, and to use water wisely. Significant increases in water demand could result in the reimplementation of stricter water use guidelines.

“Odd/Even watering has been used over the past few years in our Monmouth system and this is not unusual for systems that experience high seasonal demands related to lawn irrigation,” said Stephen P. Schmitt, vice president of operations for New Jersey American Water.

“To simplify this for our customers we are removing the additional time of day requirement. A time of day approach was used to allow time for the system to recover between the established demand periods.

“Our time of day usage monitoring over the past two weeks indicates that demands have stabilized. We thank our customers for their cooperation and assisting us in managing the water resources in Monmouth County.”

The odd/even watering schedule entails:

Outdoor water use on odd-numbered days of the month if your street address is an odd number (i.e., 23 Oak St., 7 Maple Ave.)
Outdoor water use on even-numbered days of the month if your street address is an even number (i.e., 6 Oak St., 354 Maple Ave.)

Child Seat Safety Checkpoint – Sat, July 28, 2:00–7:00 p.m.
Police officers trained as child passenger safety technicians will assist motorists with proper child safety seat installation as well as proper positioning and harnessing of a child. Checkpoints are at Police Headquarters, 1 Kings Highway. No appointment is necessary. In the event of severe weather, rain dates will be announced. Flood Insurance Discount Available for Homeowners
Middletown homeowners interested in purchasing or renewing flood insurance policies may be eligible for a discount on their policies because Middletown participates in FEMA’s Community Rating System.

All standard rate policies in zones A or V are eligible for the 10% discount. Standard rated flood insurance policies in zones B, C, X, D, AR, and A99 are entitled to a 5% discount. Preferred risk policies, which are applicable in zones B, C, and X are already discounted and are not eligible for further discount.

“I encourage homeowners to remind their insurance agents about the discount when it comes time to renew their policies,” said Mayor Anthony P. Fiore. Middletown Day – Be A Part of the Fun
Middletown Day will be held on Saturday, September 29 from 11 a.m. to 6 p.m. Registration is underway for the Business Showcase, Car Show and Craft Fair.

Business Showcase – Businesses are invited to offer free games and prizes, literature and giveaways to the thousands of people that visit Middletown Day. Businesses will be given a 10’ x10’ space for a fee of $250. Space is limited. Spots will be filled on a first-come first served basis. (Middletown Community Groups and Schools can request a free 10x10 space.) Register by September 14, 2012.

Car Show – The Lions Club will present this year’s Car Show. Restored and modified cars welcome. Free dash plaques and welcome bags will be provided first 100 entries. Advance registration is $20. Registration day of show is $25. More than 25 trophies and plaques will be presented.

Meet the Mayor at the Library June 18
Middletown Mayor Anthony P. Fiore will host Meet the Mayor nights at the Middletown Library, 55 New Monmouth Road, from 4:30 pm to 6:30 pm June 18, July 2 and July 16. Residents are invited to stop by to discuss issues related to Township government. Meet the Mayor nights replace regularly scheduled office hours at Town Hall on these dates. New Jersey American Water officially changed its water treatment disinfectant from free chlorine to chloramine tomorrow: Tuesday, June 12, 2012. While most customers will not notice any change in their water, some might notice that the taste and odor of chlorine is reduced. June 9th assassination re-enactment at Poricy Park

When I visited the Joseph Murray farmhouse and barn at Poricy Park last month during the Weekend in Old Monmouth tour, I learned about an interesting event taking place this Saturday.  For you history buffs who enjoy the macabre, there will be a re-enactment of Joseph Murray’s assassination on June 9^th in the field behind the Murray barn.

 The Park festivities run from 2:00 - 4:30 p.m. and include colonial demos, fun activities, and tours.  The day culminates with the re-enactment, complete with loud musket fire.

The event fee is $5 for members and $7 for non-members of the Poricy Park Conservancy, with family maximums set at $20 and $25, respectively.  You can call the Nature Center at 732-842-5966 to pre-register or just visit the registration information table near the Murray farmhouse when you get there on Saturday.

Visitors are asked to park in the general lot and make the short walk over to the farmhouse so that the parking spaces adjacent to the farmhouse can be reserved for those with disabilities.  Vehicles that are only dropping off passengers at the farmhouse will also be given access to the farmhouse road.

Heat Wave Driving High Water Demands in Monmouth County
NJ American Water requests that customers curtail water use

As a stretch of hot, dry weather makes its way to the East Coast, New Jersey American Water is reminding its Monmouth County customers to use water wisely, curtail water use, and limit lawn watering to an "odd/even" schedule at most as the company deals with significantly high water demands.

New Jersey American Water has – since the beginning of the summer season – requested that customers use a schedule of an odd/even outdoor watering and not water lawns daily.

"In the next several days, the temperatures and heat index are expected to reach extremely high levels and there appears to be little chance of sustained rainfall," said Steve Tambini, New Jersey American Water's vice president of operations. "During extended periods of hot and dry weather such as this, water use increases significantly, especially outdoors. In order to ensure that New Jersey American Water is able to continue to deliver reliable water service, we are requesting that customers use water wisely both inside and outside the home."

The suggested odd/even outdoor water use schedule works as follows:

• Watering your lawn or garden should occur on odd days of the month if your street address is an odd number (i.e., 23 Oak St., 7 Maple Ave.)
• Watering your lawn or garden should occur on even days of the month if your street address is an even number (i.e., 6 Oak St., 354 Maple Ave.)
• It is also suggested that watering of lawns be done early or late to minimize evaporation, typically between 6 a.m. and 9 a.m. and from 5 p.m. to 8 p.m.

The above suggestions would NOT apply to:

• Watering of sod or newly seeded lawns if daily watering is required (note: it is recommended that any planting of new sod or seed that has not already taken place be delayed until the fall)
• Use of private wells for lawn irrigation
• Commercial uses of outdoor water, such as for nurseries, farm stands, power washing, plumbing, and commercial car washes
• Watering of athletic fields

While New Jersey American Water is encouraging efficient outdoor water use at this time, if water demands continue to significantly increase or supplies continue to significantly decrease, formal and more strict water restrictions may be needed to ensure continued water service.

Grace Period To Be Extended for 3rd Quarter Tax Bills
Final 2011/Preliminary 2012 tax bills have not yet been mailed due to the delay by the State in certifying municipal state aid figures. We anticipate tax bills being mailed by the end of July with a due date of August 1, however, the ten (10) day grace period will be extended. The last day for payment without interest will be printed on the tax bills. You may also access this information on the website once a date has been set.

Township Welcomes Newest Auxiliary Officers
The Middletown Township Committee welcomed the newest members of the Police Auxiliary to the ranks at the July meeting. The officers are are Philip Paone, John Mania, Matthew Rabinowitz, Kaitlyn Robertson, John Svenda, Catherine Simplot, Gregory Tiven, and Kevin Toomey.

The Auxiliary Officers are recent graduates of the 45th Middlesex County Basic Auxiliary Police Academy. They will also undergo local training in the Middletown Police Auxiliary Field Training Program.

"On behalf of all the residents of Middletown, we appreciate the effort and hard work you put in to help us. We couldn't do what we do without great volunteers such as you," said Mayor Anthony P. Fiore. He noted the Police Auxiliary Unit donated more than 8,000 hours to assist the community in 2010.

The Middletown Auxiliary Police is a 100% volunteer organization that falls under the direction of the Middletown Office of Emergency Management. An Auxiliary Police Officer performs general law enforcement functions, which includes street patrol, conducting preliminary police investigations, report writing, traffic control, issuance of citations, and other basic law enforcement functions. They are utilized at special events such as parades, and street fairs, and during weather and other emergencies.

Middletown Soccer Club U17G Team Wins State Cup
The Middletown Soccer Club U17 Girls Soccer Team was recognized by the Township Committee at the July meeting for winning the NJ Youth Soccer U17G State Cup. They also won the prestigious JAGS Invitational, and were semi-finalists in the equally prestigious Needham College Showcase in Boston, Mass. The team has been together since 2003. They've competed in tournaments/leagues throughout the years in New Jersey New York, Maryland, Virginia, Massachusetts, Pennsylvania, and Washington, DC. The team has been ranked in the NJ top 20 for 3 consecutive years 2009, 2010, and 2011. They won the NJ State Cup Semi-finalist in 2010. Go Team!

4th Annual Fun Scouting Skills Day at Poricy Park

Girl Scouts and Cub Scouts are invited to explore Poricy Park and learn some scouting skills while having fun. Exciting activities include Tied Up in Knots, Compass Frisbee, Tracks of the Trade, Bandage A Buddy and more!

This is a popular program and registration closes at 120 scouts, so it's recommended to reserve early. No registrations will be accepted the day of the event. Staggered start times are 1:30pm-3:45pm and will be assigned in late August. All activities will conclude by 5:00pm.

Paid registration prior to August 1 is $8 per scout, includes special patch and delivery of patch is guaranteed at the event. Paid registration between August 1 to September 1 is $12 per scout, includes special patch, but delivery of patch is not guaranteed at the event. Paid registration between September 1 to September 9 is $15 per scout, $2 additional charge per patch and no guarantee of delivery of patch at the event.
