Pallone Discusses Legislation to Improve Medicare Benefits and Update Enrollment Process at Keansburg Senior Center

Displaying image004.jpgLONG BRANCH, NJ – Today at the Bayshore Senior Center in Keansburg, Congressman Frank Pallone, Jr. (NJ-06) outlined his newly introduced Medicare Affordability and Enrollment Act, which would improve Medicare coverage for all seniors and those with disabilities and modernize the enrollment system to help facilitate easier enrollment. The legislation seeks to make several key improvements to Medicare by establishing a maximum out-of-pocket spending cap for traditional Medicare, expanding access to premium and out-of-pocket payment assistance for low-income beneficiaries, and updating and improving the current Medicare enrollment process.

“As a growing number of Americans begin to enroll in Medicare, we have to make sure the program continues to meet their needs and provides affordable, high-quality health coverage,” said Pallone. “This bill would help simplify Medicare for seniors, make coverage more affordable for more Americans, and enable individuals with disabilities to obtain their coverage without a waiting period. This bill reaffirms our commitment to ensure the program works for all Americans who paid into it.”

The bill would:

· Set a maximum out-of-pocket cap of $5,500 for medical services under traditional Medicare, which exists today for Medicare Advantage and most commercial insurance plans;
· Significantly expand the number of low-income beneficiaries eligible for financial assistance to cover premiums and out-of-pocket costs;
· Reduce cost-sharing for “near-poor” beneficiaries who are not eligible for any assistance today;
· Eliminate the arbitrary two-year waiting period for people with disabilities to enroll in Medicare;
· Modernize the Medicare enrollment system to facilitate easier enrollment, allow people to begin coverage earlier and reduce arbitrary late-enrollment penalties that today are paid for over a lifetime;
· Extend cost-sharing assistance for Part D enrollees for their prescription drugs in Puerto Rico, which is currently offered to all other eligible Medicare beneficiaries; and,
· Increase and extend permanent funding for low-income Medicare beneficiary outreach and education activities.

The bill has been endorsed by the following organizations: National Coalition on Aging, Medicare Rights Center, The Arc, AFSCME, Justice in Aging, Dialysis Patient Citizens, National Committee to Preserve Social Security and Medicare, Center for Medicare Advocacy, Families USA, and the National Consumer Voice for Quality Long Term Care.

Letter: Civil Rights Law Suit Filed In Keansburg Medical Marijuana case

Dear Editor,

Some of you may have heard about my federal civil rights law suit against the Keansburg Police Department and may have heard different things that are being said around the community. It is true that I am a Rastafarian medical marijuana patient who was illegally profiled and my rights were violated. Here is the Star Ledger article on the suit and a link to a copy of the full law suit:
It is a shame that Gerald Massell continues to prosecute patients and this injustice furthers in the Keansburg municipal courts. I am deeply concerned about the constitutional rights being violated in this town and I can only hope that I can put an end to it.

While in Patrolman Rogan and Detective Lopez's custody, being threatened with gun violence and citing my dreadlocks and Colorado residence as reasons for harassment has left me deeply disturbed at the potential safety of my family, who still reside in Port Monmouth, Middletown Township.

Regarding New Jersey recognizing out of state cards, State vs. Forchion is a law suit dealing with out of state medical marijuana patient cards and is set to rule next year. Edward Forchion and his attorney John Saykanic are working on the appeal:

I hope that medical, as well as religious users such as myself, can receive the same freedoms everyone else has. The Keansburg Police Street Crimes Unit must be disbanded.

Middletown School Superintendent Moving On??

Here is a little tidbit, which should be taken with a grain of salt. It was passed on to me today and I believe it bares passing on to you. I've heard from two different individuals, both reliable and who wish to remain nameless, that Middletown School Superintendent, Dr. William George will be leaving the school system in the near future.

One individual told me that  Dr. George handed in his resignation and is interviewing for Keansburg's superintendent's position, while the other person mentioned that he was leaving to take the position of School Superintendent for Monmouth County.

According to the person who heard Dr. George may be heading off towards Keansburg, they stated that George has denied this and said any rumors  circulating that insinuates he is leaving Middletown for greener pastures are not true. He plans on staying put and is trying to put an end to the rumors. However, many other reliable sources have said that the rumors are true according to my source.

As I stated above, this information should be taken with a grain of salt at the moment. Dr. George's job status and/or alleged  resignation, until confirmed by him or announced at a Board of Education(BOE) meeting, is a private personnel issue and wouldn't be discussed, on the record at least, by any member of the Board of Education, so asking for a comment from the BOE would be pointless at this time. And since Dr. George seems to be denying the rumor himself, I wouldn't expect to hear differently if I called his office, so we'll have to wait and see.

But as they say, where's there's smoke, there's usually fire.


July 21, 2014 Middletown Township Committee Meeting: Where do you live??

There was a Township Committee meeting last week. It was standard fair as far as committee meetings go, there was the swearing in of seven new police officers, 200 Club Awards were presented to fire fighters and a life saving award was presented to a township employee a long with the standard reading of proposed resolutions and the like.

Rather uneventful and standard as I said. That was until the Public Comments portion of the meeting started and I was stunned. I thought I've heard just everything there was to hear from this group that sit on the dais. Sadly, I was mistaken. It's pretty amazing, I was astonished to learned that if you live in Middletown, there are certain members of our governing body that have no clue as to what neighborhoods are actually in Middletown!

If you just so happen to live in a section of North Middletown (formerly East Keansburg), you might want to call Town Hall and let them know because you may be living Keansburg as far as the Township Committee is concerned.

During Public Comments of the last Township Committee meeting (1:10:15 of video)  Don Watson spoke on the behalf of residents from the area concerning the clogged storm drains in the neighborhood. He was told that the neighborhood in question was NOT part of Middletown. Mr. Watson replied rather astonished that they should tell the residents that because they pay taxes to Middletown and have their garbage picked up by the township. Talk about being out of touch!!!

If you're an elected official that sits on the dais twice every month or the Township Administrator how do you not know what areas of town are what? It's embarrassing, but what more can you expect from these people.

Pallone Announces $1.47 Million for Repairs to Keansburg Police Station




WASHINGTON, DC — Today, Congressman Frank Pallone, Jr. (NJ-06) announced that Keansburg, New Jersey will be receiving more than $1.47 million in federal funding to repair or replace the city’s police station that was damaged as a result of Superstorm Sandy. The funding is being provided by the Federal Emergency Management Agency (FEMA) as part of the Sandy aid package Pallone fought for in Congress.

“These grants help to lessen the financial hit that our local governments still face as communities across the state continue to recover from Sandy,” said Congressman Pallone. “These funds will help Keansburg rebuild their police station and provide a safe work environment for the officers who protect and serve our community. I am grateful that FEMA recognizes the importance of these ongoing recovery efforts in New Jersey.”

This allocation provides $ 1,471,486.50 in federal funding to Keansburg to demolish and replace portions of the city’s police station that were damaged as a result of Superstorm Sandy. The list of damages include 5,505 square feet of paneling, 3,258 square feet of insulation, 3,993 square feet of sheet rock, 2,800 square feet of ceiling tiles, 2,239 square feet of hardwood flooring, 234.65 square yards of carpet, 5 restroom stalls and facilities, a water heater, 8 baseboard heaters, an air conditioner, an oil furnace and boiler. The work to be completed also includes cleaning and treating 2,772 square feet of bathroom floors and walls, removing 320 square feet of asbestos floor tile and mold, pressure washing 1,746 square feet of concrete block walls, painting 6,299 square feet of walls, and removing and replacing all damaged electrical feeders, switches, and lights.

Pallone & Army Corps of Engineers to Announce Progress on Beach Replenishment and Flood Control Projects



KEANSBURG, NJ – Congressman Frank Pallone, Jr. (NJ-06) and Colonel Paul Owen, Commander of the New York District of the U.S. Army Corps of Engineers, will announce details to the Keansburg and Sandy Hook to Barnegat Inlet flood control and beach replenishment projects that will be completed to restore damage to the Jersey Shore caused by Superstorm Sandy. The work to be done by the Army Corps will improve these projects beyond damage from the devastating storm.

Pallone previously announced that the projects would be funded by the Sandy Aid package that passed Congress in January. These projects will provide an unprecedented investment of hundreds of millions of dollars in beach replenishment and flood protection in the Sixth Congressional District. At the event, Congressman Pallone and Colonel Owen will outline the scope and timeline of this critical infrastructure work that will help protect the Jersey Shore from storms.

Buono Hosts Press Conferences with Sandy Survivors In Keansburg and Little Egg Harbor

New Brunswick, NJ - Democratic gubernatorial candidate Barbara Buono held press conferences today in Little Egg Harbor and Keansburg, to highlight the lack of progress rebuilding houses and communities along the shore. Senator Buono was joined by several survivors of Hurricane Sandy, who feel left behind by the Christie administration. Nearly one year after Sandy hit, too many families remain out of their homes, stuck in a web of bureaucratic red tape and struggling to obtain the essential aid needed to rebuild their homes.

At the event, Buono called on Governor Christie to release the guidelines his administration uses to distribute Hurricane Sandy relief funds. The Governor's lack of transparency with the guidelines is inexplicable, leaving Sandy survivors without the answers they need to get back in their homes and move forward with their lives.

Pallone Announces Contract Awarded for Keansburg Beach Replenishment Project



Long Branch, NJ – Today, Congressman Frank Pallone, Jr. (NJ-06) announced that the contract has been awarded and work will begin this fall on a $36 million beach replenishment project in Keansburg. This Army Corps of Engineers project, which is funded at full federal expense, will restore beaches in Keansburg to conditions better than prior to Sandy and was made possible by the Sandy aid package passed by Congress. The contractor, Great Lakes Dredge Dock, LLC, of Oak Brook, Illinois, will pump 1.1 million cubic yards of new sand and is required to complete the work within 200 days of starting.

“Many residents and businesses in Keansburg have been continuously impacted by serious flooding, and during Sandy the community suffered damage unlike it had ever before.” said Pallone. “I’m pleased that the Army Corps is moving forward with this historic investment that will help to protect area homes and businesses from future flooding, as well as repair the destruction caused by Sandy. I have fought for this and other beach replenishment projects for years, because I know how important they are to protect some of our most fragile coastal infrastructure.”

The new contract award announced today is part of the larger Keansburg Storm Damage Reduction Project, which includes a previously announced contract to repair Keansburg’s levees, remove debris, and fix a damaged wing wall. Work on the levee repair will also begin this fall.

Pallone Announces CDBG Disaster Recovery Grants to Asbury Park, Keansburg



Washington, DC – Today, Congressman Frank Pallone, Jr. (NJ-06) announced $350,000 to the city of Asbury Park and $271,413 to Keansburg in Community Development Block Grant Disaster (CDBG) Recovery funds. These grants can help local government entities whose budgets are strained from the Sandy rebuilding process to maintain essential services to the community.

“Sandy took a lot out of our local governments financially, and I’m thrilled that these grants will help communities plug holes in their budgets,” said Pallone. “New Jerseyans’ lives have been disrupted enough as a result of this terrible storm, and it’s important to the rebuilding process that our cities and schools continue to support the community as they did before the Sandy.”

New Jersey has received $1,829,520,000 in CDBG grants from the Sandy aid package passed by Congress earlier this year. Under New Jersey’s Disaster Action Plan approved by the U.S. Housing and Urban Development on April 29, 2013, $60 million will support local government entities so they can maintain essential services. The large majority of CDBG grants will support individuals and small businesses suffering damages following Superstorm Sandy. These grants will help residents repair their homes, fund buyouts in areas where people face repetitive flooding, assist homeowners who need help to raise their homes and businesses with repair costs not covered by insurance or small business loans.

“I look forward to additional rounds of CDBG funding reaching more of our local government entities, residents, and small businesses in need,” Pallone added.

Congressman Frank Pallone and Colonel Paul Owen, Commander of the New York District of the U.S. Army Corps of Engineers, will announce details to the Keansburg and Sandy Hook to Barnegat Inlet flood control and beach replenishment projects that will be completed to restore damage to the Jersey Shore caused by Superstorm Sandy. Pallone Announces over $6million for Sandy Debris Cleanup on Shore



WASHINGTON, D.C.—Today, Congressman Frank Pallone, Jr. (NJ-06) announced the first round of funding from the Federal Emergency Management Agency (FEMA) to assist with cleanup efforts for areas impacted by Hurricane Sandy. The FEMA funding will assist with debris removal from Hurricane Sandy including $6,644,850 for three towns in the Sixth Congressional District.

Plainfield, Manalapan and Keansburg will each receive $1,125,000, $3,937,500 and $1,582,350 respectively to help cover the cost of debris removal including felled trees and sand from Hurricane Sandy.

“This FEMA assistance is going to play an important role in rebuilding our communities,” said Pallone. “Hurricane Sandy produced an extraordinary amount of debris from trees, sand and other materials that need to be removed so we can begin the recovery process, and this funding is an important first step.”

The funding from FEMA is the first round of Public Assistance grants based on applications made by municipalities to help with the cost of storm recovery efforts. Future funds will be distributed to help reimburse local governments on a rolling basis.

Water desalinization plant proves politics gone right makes a difference

When Keansburg's desalinization plant came on line at the end of March this year it ended an era: several decades of orange-brown water pouring from out faucets around the borough. Keansburg water was famously bad -- almost the definition of putrid. If anyone was comfortable with this situation it was no doubt the fine folks over at Poland Spring Water, which did remarkable business in town.

But, the Keansburg Borough Council did the hardest thing it could -- spend money to fix something that required consensus. George Hoff, Lisa Strydio, Anthony DePompa, Jimmy Cocuzza and Artie Boden served on the Borough Council and, three years ago, decided they were going to move forward with a water treatment plant. Desalinization plants are not routine in this state -- or any for that matter. In fact, on the East Coast there are only one or two others. And, the one other desalinization plant that was in the state broke down. So, what the Keansburg Council was doing was a risky gambit. 

Keansbburg's governing body proceeded to get most of the $5 million needed for the project from grants. Still, any arm of government spending millions of dollars during the worst economy in recent history is going to draw fire. So, to say there were detractors for the idea of spending money on a barely used technology that was only infrequently found in public service was saying a lot. If the desalinization plant stalled, failed or broke down for any period of time, the political consequences of this would be astounding, and at the very least the political careers of everyone involved with this project would be over. Make no mistake, boondoggles do not go unnoticed in one-square-mile towns. 

During the recent water crisis in the county, though, which was created by a ruptured pipeline along Swimming River Road, in Middletown, Keansburg was one of the few towns in Monmouth where boiling water was not required. In fact, once well-known for its poor water quality, Keansburg became one of the few places in Monmouth where it was fine to drink water from the tap. 

So, what is the point to all this? I have always believed the vast majority of politicians simply do as little as possible to ensure their own political survival and nothing more. Because of the 24-hour news cycle, even locally, big public projects draw so much attention that it is far easier to do nothing about a problem and declare it unsolvable than to do the work and take the heat necessary to fix it. 

America was once a place where people did big things -- were innovative, industrious and thought outside the box. By and large, it's not anymore, though. Playing it safe is the rule of the day, and what is lost is everything that makes sense. It is easier to silence critics through inactivity than with logic and that happens every single day in our halls of power around this county and country.

It took a lot of moxie to make Keansburg's desalinization plant a reality and the beneficiary is the residents of Keansburg. If there were more politicians with those principles in office today then our joint problems facing would, I assure, be a lot smaller than they currently are.

Mayor's Letter Endorses DePompa, Hoff And Foley For Town Council




I remember what Keansburg looked like before myself, George Hoff and Drew Murray were elected in 2004.

The town was someplace ordinary, law-abiding people could not walk down the street without encountering some very bad people – gang members, drug dealers, thieves and worse.

I support Anthony DePompa, George Hoff and Tom Foley for Keansburg Council because before anyone can talk about business or quality of life for residents the town must be safe. In their hands, the town will be, which is why I am endorsing them for council this year.

I don’t want our town rundown by gang members again. The first thing government must do is protect the people and keep them safe – and I am confident they will.

Keansburg Candidates to hold open house at Campaign Headquarters

KEANSBURG BOROUGH (MONMOUTH COUNTY, NEW JERSEY) – Candidates for Keansburg Borough Council Anthony DePompa, Tom Foley and George Hoff are inviting borough residents to come to their Campaign Headquarters, 320 Main Street in town, on Saturday, April 14 between the hours of 1-3 p.m.

There will be a host of amusements for the family at the event, including food (pizza, hamburgers, hot dogs, etc.), cotton candy, candy apples and even a clown for the kids, among others. Meanwhile, the candidates will be standing by to talk to anyone about any issue in town they would like to.

“I think creating a nice event where families can get together, with something there for the kids, is a great idea. I also hope to meet with a lot of people and hear what is on their minds when it comes to where they want to see the borough heading in the future,” Hoff said.

“A lot of us who have kids see this as a chance for them to go to a function and not just dread it, while it gives adults a chance to talk to myself and my running mates, about things they are thinking about where it regards the town,” Foley noted.

Crime Scene Middletown: Car Bandits, Attack Of The Weed Whacker And Other Recent Activity

On April 22, 2011 Detective Daniel Sullivan received information from Detective Jason Lopez of the Keansburg Police Department that he had arrested two juveniles for committing car burglaries in the Keansburg area and had recovered items that had been stolen in similar type burglaries in Middletown. Detective Lopez also identified the suspects in the Middletown incidents.

Detective Sullivan and Detective Lopez conducted a joint investigation which resulted in the arrests of three subjects for the Middletown burglaries. Middletown police arrested Raymond Pujols, age 19, and Jonathan Pujols, age 18, both from Raritan Avenue in Keansburg and a seventeen year old juvenile from Main Street in Keansburg.

Raymond and Jonathan Pujols were both charged with two counts of Burglary, Theft and Conspiracy and are being held at the Monmouth County Correctional Facility in Freehold, NJ on $15,000.00 bail each. The juvenile was charged with two counts of Burglary, Theft and Conspiracy and was released pending a court date.

On April 28, 2011 at approximately 6:35 pm police responded to the Sears store located on Highway 35 in reference to an irate customer who was refusing to leave the store. Upon arrival officers were advised by store security that Gary Burke, age 28, from East Mount Avenue in Atlantic Highlands, was attempting to return a weed whacker he had bought at the store but the lawn and garden section of the store was closed at the time. Burke was advised he would have to come back at a later time when he began to yell and scream at employees which prompted the police to be called.

Patrolman Thomas Meckier and Patrolman Richard Fulham advised Burke that he would have to leave the store and were attempting to escort him out when Burke struck Patrolman Meckier with the weed whacker. The officers were able to place Burke under arrest with the help of other officers.

Burke was transported to police headquarters where he was charged with Aggravated Assault on a police officer, Unlawful Possession of a weapon (the weed whacker), Possession of a weapon for an unlawful purpose and Disorderly Conduct. He was held on $17,500.00 bail with no 10% option set by Judge Richard Thompson.

On April 30, 2011 at approximately 1:00am Patrolman Frank Mazza was on patrol in the area of Laurel Avenue when he observed a vehicle swerving in and out of its lane of travel. Officer Mazza stopped the vehicle and conducted an investigation which resulted in the driver, Michael Kiernan, age 45, from Creek Road in Keansburg being arrested for Driving While Intoxicated. He was processed and released pending a court date.

On May 1, 2011 at approximately 1:15 am Patrolman Donald Coates responded to the area of Bray Avenue in reference to a report of a subject passed out on the front lawn of a residence. Upon arrival Officer Coates located Joseph Meehan, age 18, from Lohsen Place in Middletown lying on the lawn.

Patrolman Coates continued his investigation which resulted in Meehan being arrested for Disorderly Conduct. He was transported to police headquarters where he was processed and released on a summons pending a court date.

On May 1, 2011 at approximately 2:35 am Patrolman Frank Mazza was on patrol in the area of Oak Hill Road when he stopped a vehicle for a lamp maintenance violation. Officer Mazza conducted an investigation which resulted in the driver, Justin Sachs, age 20, from Woodland Avenue in Laurence Harbor, being arrested for Driving While Intoxicated.

Sachs was transported to police headquarters where he was processed and released pending a court date.

On May 1, 2011 at approximately 3:00 pm Patrolman Keith Hirschbein responded to the area of Wilson Avenue and the Henry Hudson Trail in reference to a report of several juveniles possibly smoking Marijuana.

Upon arrival Officer Hirschbein located the group and conducted an investigation which resulted in a sixteen year old juvenile, from Wilson Avenue in Middletown, being arrested for Possession of under 50 grams of Marijuana. The juvenile was transported to police headquarters where he was processed and released to his mother pending a court date.

On May 1, 2011 at approximately 4:15 pm Patrolman Anthony Bumbico responded to the Wendy’s restaurant in reference to a report of a stolen bike. Approximately one hour later, Patrolman Raymond Sofield was on patrol in the area of Loraine Place when he was flagged down by the owner of the bike who reported seeing a male subject riding the bike in the area and provided the officer with his description.

Patrolman Sofield located the subject a short distance away and engaged in a brief foot pursuit of the subject before being able to place him under arrest. The subject was identified as a sixteen year old juvenile from East Church Street in Keansburg, NJ.

When taken into custody the juvenile was found to be in possession of clothing and shoes that had been stolen from the Sears store in Middletown as well as the Marshalls, Old Navy and Models stores in Holmdel. He was transported to police headquarters where he was charged with Theft, Shoplifting, three counts of Receiving Stolen Property and Obstructing the Administration of Law. He was processed and released to his mother pending a court date.

Free Christmas Day Dinner At St. Mark's Episcopal Church In Keansburg

The National Burn Victim Foundation, in association with St. Mark's Episcopal Church, located at 287 Carr Avenue, Keansburg, , invites families and individuals to a free Christmas day dinner.

The NBVF and Father Edwin Chinery of St. Mark's will open its hall doors from 1 to 6 p.m. On Christmas offering a festive holiday feast for all ages to anyone finding it hard to get back this holiday season or struggling this holiday season regardless of age or location. If possible please contact the NBVF for a reservation and advising the number of people in your party by calling (732) 383-3123.

Agencies, shelters and senior citizens are welcome. Please contact the NBVF for reservations and to arrange transportation. The NBVF is a non-profit 501(c)(3) charity.
