According to Middletown-Patch, a letter was sent to Library Board President Randal Gabrielan last Wednesday requesting his resignation for questionable inappropriate and unethical behavior pertaining to books purchased by the Middletown Library that were penned by Gabrielan.
Randal Gabrielan is the Monmouth County historian and writes books about the history of Monmouth County and its towns. The books are available at many book sellers throughout NJ.
Where the supposed ethical violations come into play in this case is that as Library Board President, Randal Gabrielan signs all the purchase vouchers for the library, including the vouchers that pertain to the books that he has written.
To Fiore and Co., this is a major issue that requires Gabrielan to step down from his position, even though this has been going on for years with the knowledge and approval of the Township and the fact that the library would have purchased the books for its collection anyway.
Randal Gabrielan states in the article that this is "political retribution" for his vocal stance opposing the Township's money grab of nearly $500,000 last year and for the failure of one of the Township Committee's hand picked, newly appointed Library Board of Trustees members not being able to dethrone him as Board President at the Library's January 18th Board meeting, which was the first board meeting after the Middletown Township Committee expanded the membership of the board from 7 members to 9 members to gain greater control over the library's finances.
“This request for resignation is an act of political retaliation prompted by my opposition in 2011 to the Township Committee's demand that the library turn over surplus funds (which did not come from municipal appropriations) to the township and the failure of the mayor's new expanded library board of trustees to elect one of their number, none of whom has any library board experience, to the presidency of the board at the January 18th library board meeting,” According to Gabrielan’s statement posted on Middletown-Patch.
I think that before looking at Mr. Gabrielan, Tony Fiore should be looking closer to home for ethical lapses and request a certain Planning Board member to step down.....

They also managed to make the rest of the long-term library board members so uncomfortable with their bullying tactics that one resigned just recently. yes, it is their right to question how things are done and how monies spent but these hand-picked bullies showed absolutely no class in doing so with their thinly veiled insinuations of misappropriating funds. Again, if they were misappropriated, how is it that there was money for the TC to abscond with? It's been hinted at that next they'll try to take control of the library foundation funds to do what they want-and that is not taxpayer money. These guys have absolutely no sense of ethics. FYI, Mr. Gabrielan's books are purchased by many libraries as he is a well-known N.J. historian. This TC will stoop to anything despicable and are an embarassment to Middletown. Why don't they "investigate" TOMSA as has been suggested by many-or perhaps they don't want to cut into their own slush money or future position? Who approves the expenses for the Library? I see Library expenses listed on every Township bill list. It must have been ok for these transactions if the whole Township Committee approved them.
Even newly appointed Library Board member and Township Committee member Murray approved purchases on the December bill list and she wasn't on the Township Committee at the time the purchases were made. How ethical is that?

Mr. Gabrielan is working for Monmouth County - that's why he's listed as a public employee. If you're trying to say that Middletown pays him, you're barking up the wrong tree.
As for the bill list, the library board of trustees under the leadership of Gabriellan, made a policy to no longer have PO's signed by the Township. Therefore, the transfers are just a formality because it's the trustees who do approve them.

As a long-time Middletown resident I am proud of the wonderful library that serves our community. This attempt by our current mayor and his henchmen to destroy the institution which is a jewel in the township by using underhanded tactics is political assassination. Amazing how adding people to the library board who know absolutely nothing about how libraries are run is supposed to make sense. Mr. Gabrielan has served this township and county for many years and his fascinating books have added so much to the literature of Monmouth County. He did nothing wrong by selling books directly to the library. He saved them the time and money that would have been involved in ordering them through a third party. Any discount would have been minimal and shipping costs would have offset it. We need to rethink the governing members of this township before we need to destroy a viable institution with dedicated employees and administration.

I think it's important to keep in mind the amount of money we're talking about. Three books were purchased last year, 1 for $20 and 2 at $30 each, and the latter two are hardcovers. Even at retail, there's not much profit there. The mayor is blowing this out of proportion deliberately.
Committeeman Settembrino was on the library board last year. He knew about the sales, so why didn't he make an issue of it then???
Now that one of the board members has resigned, this is all moot anyway. The mayor will have the majority he needs now to do whatever he wants.

Tim Sodon does not have control over the selection of an electrical contrator that departments of the township uses. So there is no conflict of interest, he just happens to be on the planning board. The Library Board led by Santa Claus could have made a policy change and that would not have relieved Tony Merchantante, Township Administrator, and the Township Committee from the legal obligation to thoroughly review and approve payment for all library expenses. Tony Fiore, as Mayor, and Merchantante, as Administrator, are just as accountable for what happened as the Library Board and its President. There is no dodging of accountability by the township committee and township administrator by claiming their approval of the library expenses that they sign-off on is just a "formality".
When this issue surfaced, a responsible Mayor and Township Administrator would have met with library representation to discuss an appropriate remedy and strongly recommened policy changes to correct and avoid this kind of situation in the future. Instead Fiore and crew chose to make it a political issue because it involved library laundry.
When there was recent questionable activity that may have led to G. Silva's retirement, the township committee chose not to air their laundry in daylight and instead burned it in the dark under the flag of 'personnel issue'. Someone should try to dig through those ashes to see what remains.
For years the local Republican Party majority has mismanaged the township and when there was little left to pillage there, as a result of a 2% tax levy cap, the township committee turned their greedy eyes towards the library and in one short year have injected mismanagement into the oversight of its daily operations and future well being. What is next on the pillage list?
Schools and libraries shape the future of this wonderful community. I am very fluent with the resources to obtain knowledge and information. Gabrielan is an arrogant man who knows how to make the puppets dance in his favor. All you have to do is talk to him for five minutes and you will see.

The prices for his books online do not appear to be significantly cheaper than what he sold books directly to the library for.
Without knowing what books were sold to the library a direct comparison can't be made but I think we are in the ballpark.
Barnes and Noble would not have been cheaper while Amazon in a few instances could have been anywhere from $2-$5 less expensive depending on title.
So if you ask me, there is no significant difference between the library purchasing the books through a distributor or directly from Mr. Gabrielan.

Libraries get an upwards of 40% discount off RETAIL because they buy in such large quantities. So if you are comparing those prices, then that is NOT correct.

First off these books weren't purchased in bulk, they were purchased piece meal over several years. So to say that upwards of a 40% could have been received it purchased through a distributor may not be accurate.
I have requested rather obscure new books from the library that need to be ordered in the past, I know that they didn't come from a distributor because I witnessed the library aid look the book up on Amazon and then place a purchase ticket for approval with the library.
Did the library wait for weeks until they placed the order to ensure that they could buy in bulk? No, I was called within a week to tell me the book could be picked up.
The point of the matter is neither one of us, I assume, have seen any of the original purchase orders for the books purchased that was signed by Gabrielan. We don't know if they were stand alone purchase orders or contained a dozen other titles that would entitle the library to a significant discount if purchased through a distributor.
There are reasons for everything that we are not always privy to.
Was Gabrielan wrong for signing off on the purchase orders? Yes, but the books would have been ordered anyway and more than likely the same way.
Is this lapse of judgment a criminal offense that would require Gabrielan to resign his position? No, I don't think so.
The library had been buying books directly from him for several years and NO one had an issue with it until the Tony Fiore and the Middletown Republicans couldn't gain control over the library even after expanding the Library Board and packing it with their supporters.

Looks like the mayor "borrowed" a title and blog idea from Art Gallagher, used the same title himself, rehashed the information, and passed it off as an original concept.
He seems to think that as long his buddy Art is OK with it, he does not have to use proper citations.
Judging from his comments, the mayor THINKS he properly credited Gallagher, but if you read his Patch blog, he only gives a shout out to Art's blog, says Art mentioned the topic too, but does not properly cite that the title and entire concept are a rehash of something Art wrote in his blog.

Thank you for educating us on the process of how certain books for the library are purchased, particularly those books that have been authored by Mr. Gabrielan.
For clarification, I was not personally suggesting that books should be purchased through online retails such as Amazon or Barnes and Noble. I just wanted to show some of the critics that if books were bought online that the savings would not be as great as they claim.
I hope now that your comment puts this criticism to rest.

I remember reading that Ray O'Grady told the undercover FBI agents he "could smell a cop a mile away." Did not work out to good for Ray, maybe this mayor should get his nose checked.

Our library has many visitors from ALL OVER THE COUNTRY who come to our library to do geneology, research historic homes (real estate agents, too) and use the N.J. History Room for their studies, which include Mr. Gabrielan's books.Additionally, we have The Red Bank Register online which is used extensively by people all over the world to do geneological research. So to answer your question, yes, genius, there are people who are actually interested in these books to discover their origins. Just in case you didn't know it, our area is famous for it's significance to the American Revoluntion, The Battle of Monmouth, it's large European immigrant population, Lenape Indians, the landing of Henry Hudson, etc. Thankfully, we have excellent teachers who know how to use these resources for our students' benefit rather than rely on the TC idiots who discount local history books and the library in general. Use the TOMSA slush funds for your crooked purposes and leave our library alone! Go back to wherever you came from and say hello to Snooki!
