Pallone Announces Extension of Deadline for Sandy Victims to Complete Mitigation Projects

FOR IMMEDIATE RELEASE
April 12, 2018

Long Branch, NJ – Today, Congressman Frank Pallone, Jr. (NJ-06) announced that the Federal Emergency Management Agency (FEMA) has extended the deadline for Sandy victims to complete mitigation projects using Increased Cost of Compliance (ICC) funding by 3 years. Last month, Pallone and members of the New Jersey Congressional delegation asked FEMA Administrator William “Brock” Long to extend the deadline.

ICC provides up to $30,000 towards the significant cost of elevating, moving, or otherwise flood-proofing homes in order to come into compliance with local floodplain management laws and ordinances. As a result of delays in recovery for some Sandy survivors, many homeowners have found themselves unable to complete projects, and were at risk of losing the ability to access their ICC funds by the previous October 29, 2018 deadline.

“I am glad that FEMA heeded the call to extend the deadline three years. It is the right and moral decision. Homeowners still struggling to rebuild from the devastation of Sandy should not be forced to meet an arbitrary deadline,” said Congressman Pallone. “The combination of flood insurance payouts being delayed and the failures of the past state administration in its recovery program has prevented many New Jerseyans from rebuilding. These residents paid premiums to receive coverage and they should not be cut off from receiving this badly needed assistance.”

Federal Government Will Now Allow Reimbursement to Sandy Victims for Repairs Made Inbox x

HUD Responds to Congressman’s Request to Revise Guidelines

Long Branch, NJ – Congressman Frank Pallone, Jr. (NJ-06) announced today that the U.S. Department of Housing and Urban Development (HUD) has amended its policies that were blocking many New Jerseyans who previously paid to rebuild or repair their homes after Superstorm Sandy from obtaining Community Development Block Grants (CDBG grants). Earlier this month, Pallone called attention to this problem in a letter to HUD Secretary Shaun Donovan and asked for the Secretary to revise the policy.

In the immediate aftermath of Sandy, many homeowners in New Jersey were told they could begin the process of rebuilding their homes and that the funds spent for these purposes would be eligible for reimbursement with federal CDBG funds provided to the state of New Jersey. However, this was not the case for some homeowners whose requests for reimbursement were later rejected because of a HUD regulation requiring environmental reviews for homes that sustained damage in excess of 50% of the property’s value. Unfortunately, homeowners were not made aware of this regulation before they were told that they could begin to rebuild.

HUD made the change to this policy in response to a request from Congressman Pallone in a letter sent to Secretary Donovan earlier this month. The new policy will give the State of New Jersey flexibility to reimburse homeowners with CDBG funds after they had spent money on repairs and reconstruction activities. They would still have to get environmental reviews completed, but they will no longer have to have been initiated before they spent money out of pocket.

“This new policy means that more New Jerseyans are on the road to getting the grants they were promised,” said Pallone. “It’s absolutely critical that we work together in this rebuilding process, and I’m pleased that HUD listened to my concerns and answered them.”

Pallone Announces CDBG Disaster Recovery Grants to Asbury Park, Keansburg

Washington, DC – Today, Congressman Frank Pallone, Jr. (NJ-06) announced $350,000 to the city of Asbury Park and $271,413 to Keansburg in Community Development Block Grant Disaster (CDBG) Recovery funds. These grants can help local government entities whose budgets are strained from the Sandy rebuilding process to maintain essential services to the community.

“Sandy took a lot out of our local governments financially, and I’m thrilled that these grants will help communities plug holes in their budgets,” said Pallone. “New Jerseyans’ lives have been disrupted enough as a result of this terrible storm, and it’s important to the rebuilding process that our cities and schools continue to support the community as they did before the Sandy.”

New Jersey has received $1,829,520,000 in CDBG grants from the Sandy aid package passed by Congress earlier this year. Under New Jersey’s Disaster Action Plan approved by the U.S. Housing and Urban Development on April 29, 2013, $60 million will support local government entities so they can maintain essential services. The large majority of CDBG grants will support individuals and small businesses suffering damages following Superstorm Sandy. These grants will help residents repair their homes, fund buyouts in areas where people face repetitive flooding, assist homeowners who need help to raise their homes and businesses with repair costs not covered by insurance or small business loans.

“I look forward to additional rounds of CDBG funding reaching more of our local government entities, residents, and small businesses in need,” Pallone added.

Pallone Announces $1.8 Billion in Federal Sandy Aid for New Jersey

Funds will go towards rebuilding homes and small businesses impacted by Sandy

WASHINGTON DC – Congressman Frank Pallone, Jr. (NJ-06) today announced that New Jersey was allocated $1,829,520,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) funds for rebuilding homes and small businesses impacted by Superstorm Sandy. Rep. Pallone’s New Jersey district includes a large stretch of the Jersey Shore and several towns devastated by Superstorm Sandy, like Sea Bright and Union Beach.

Community Development Block Grant Disaster Recovery Funds may go towards the restoration of housing, infrastructure and economic revitalization. This particular allocation is limited to homes and small businesses suffering damages following Superstorm Sandy.

“This disaster recovery funding is an important step forward as New Jersey works to recover from Sandy,” said Pallone. “Many of our homes and businesses are badly in need of repairs or are in some cases, completely destroyed. These funds will kick start the rebuilding of our communities and set us on a course to revitalize the Shore.”

The grant is a result of the Superstorm Sandy Relief Package that passed the House and Senate and was signed into law by President Obama. Pallone was a strong advocate for a robust relief package to help the victims of the historic storm. In total, $5.4B in CDBG-DR funding was allocated today to the Sandy affected.

“I look forward to additional allocations of funding for disaster recovery in our region, including grants that will help our state rebuild the infrastructure damaged by Sandy,” Pallone added.

President Obama's Weekly Address 2/29/12: It’s Time for Congress to Help Responsible Homeowners

n this week’s address, President Obama told the American people that four years ago this month, a financial crisis that was largely caused by irresponsibility in the housing market threatened to destroy the economy. Four years later, the housing market is slowly healing, but we’re not done yet. That’s why the Administration has taken aggressive steps to help families stay in their homes, including giving responsible homeowners a chance to save thousands of dollars every year by refinancing their mortgages. But we need Congress’s help to do more. In February, the President sent Congress a plan to cut red tape so every responsible homeowner gets the chance to save about $3,000 a year on their mortgages by refinancing at historically low rates. It’s time for Democrats and Republicans to act on this plan when they return in November so that we can help hardworking families and strengthen the middle class.

President Obama's Weekly Address 9/22/12: Congress Must Act to Create Jobs and Grow the Economy

WASHINGTON, DC—In his weekly address, President Obama told the American people that the House of Representatives left town last week without finishing important work that would create jobs and strengthen our economy. Congress left proposals sitting on the table like the veterans’ jobs corps that helps returning heroes find work as cops and firefighters, and the farm bill that helps farmers and ranchers respond to natural disasters like the drought we had this summer. Congress also could have given responsible homeowners the opportunity to save an extra $3,000 a year on their mortgages by refinancing at historically low rates, and 98% of Americans and 97% of small business owners a guarantee that taxes will not go up next year. These proposals have bipartisan support, and there is no reason that they shouldn’t be passed. The President calls on Congress to take these steps when they return to work in November to grow our economy based on a strong and secure middle class and move our country forward.

Moody’s Affirms Middletown’s Excellent Bond Rating

Middletown Township is bucking the downward trend when it comes to retaining an excellent credit rating. Moody’s Investor Service has affirmed Middletown Township’s excellent bond rating of Aa2.
The good news comes at a time when other towns and cities across New Jersey are leading the nation in bond-rating downgrades.
“Moody’s affirmation of our excellent bond rating confirms that Middletown is making the right decisions in these challenging economic times,” said Mayor Anthony Fiore. “However, we know the job is far from done. We will continue to seek ways to mitigate the unprecedented fiscal challenges that Middletown and every municipality are facing.”
Affirmation of the Middletown’s excellent rating is credited to new management approaches and numerous financial improvements including reassessment of assessed valuation, budget reductions, staff reductions, and increased surplus.  Additional strengths that factor into the rating include a low debt burden with rapid amortization, sufficient liquidity and reserve levels, and a sizable tax base, said Township Administrator Anthony Mercantante.
Recent economic challenges that continue to be successfully mitigated through the township’s prudent management practices include adherence to the governor’s tax cap, decreased state aid, an influx of negative tax appeals judgments following the 2009 revaluation, increased health care costs, and emergency expenditures related to the 2010 Blizzard and Hurricane Irene, said Mercantante.
Moody's Investors Service is a leading provider of credit ratings, research, and risk analysis. Organizations with Aa2 Ratings are considered to be of high quality and very low credit risk. In investment, a bond credit rating assesses the credit worthiness of a corporation's or government debt issues. It is analogous to credit ratings for individuals.

President Obama's Weekly Address 2/4/12: It’s Time for Congress to Act to Help Responsible Homeowners

WASHINGTON, DC—In this week’s address, President Obama continued his call for a return to American values, including fairness and equality, as part of his blueprint for an economy built to last. This is why the President is sending Congress his plan to give responsible homeowners the chance to save thousands of dollars on their mortgages by refinancing at historically low rates without adding a cent to the deficit. The housing crisis has been the single largest drag on the recovery, and although the Administration’s actions have helped responsible homeowners refinance their mortgages and stay in their homes, Congress must act now to do more to continue assisting homeowners and the economy. President Obama asks all Americans to tell their elected officials to pass this plan to keep more families in their homes and more neighborhoods thriving and whole.

Rush Holt: 2008 End of Year Report

At the end of every year, I send out a report highlighting the various ways a representative can help you. This mailer is being sent to postal patrons in Central New Jersey , but I wanted to provide the online version in advance.

Some examples from the report of how I have responded to various needs that people have brought before me are creating property tax deductions for homeowners who do not itemize on their federal tax returns, obtaining emergency travel papers for a Ewing resident to return home from overseas, securing $240,000 for a job training program at Brookdale Community College to help unemployed and underemployed workers, and hosting a day in Washington D.C. for Central New Jersey first responders to meet with Congressional leaders and Administration officials.

Next year will be a historic one for our nation, as we confront numerous challenges, including an economy in crisis. As we continue to face these challenges, I need to know your thoughts and your concerns. I look forward to hearing from you, whether by phone (toll-free at 1-87-RUSH-HOLT), e-mail, or in person in Washington or in your community.
Sincerely,

RUSH HOLT
Member of Congress
