Signing up and enrolling are 2 different things. In order to navigate through the Healthcare.gov website (to even view any of the plan options), the first thing you have to do is "sign up". So, if I signed up to look at the plans and did not enroll in one, then I would be counted in the 7 million #. I wonder how many of the 7 million were duplicate sign ups, how many have actually enrolled in a plan and paid for it, how many of these were previously uninsured, how many of those who had prior insurance are paying less, etc? It would be VERY interesting for our "transparent" administration to release these numbers! Of course, I won't hold my breath because they would probably not be favorable to their narrative.
Not True. I was able to get a quote in December without having to "sign up" as you say.

RAND Corp, a non-profit think tank, dealt the death blow Monday in a new analysis reported by the Los Angeles Times. The study concluded that less than 1 million people were now uninsured because their previous coverage had been canceled and they hadn't signed up for a new health plan. The Times estimated that about 9.5 million previously uninsured people had gotten covered.

If the narrative is unfavorable to anyone I'd say that the GOP are the ones that have some explaining to do.
