ICYM: Middletown's Massell named to Monmouth tax board, will step down from township

It was reported this past week that Middletown Township Committeeman, Steve Massell, will need to step down from the committee to take a place on the Monmouth County Tax Board. Massell will be replacing Republican (and fellow Middletown resident) Kathy Cody Bjelka.

For Massell, who's a realtor by trade, stepping down from the Township Committee is no big deal, he had very little to contribute anyway. He never had an original thought to share with public and often just parroted what others on the dais would say while looking awkward doing it.  His role on the committee was basically that of a yes man.  During his 8+ years on the Committee, Massell served as Deputy-Mayor once but was never appointed Mayor by his fellow Committee members.

Why do you think that was?

I found the quote below from the article announcing his appointment to the tax board interesting because it basically states that he did have any accomplishments of his own that he could point to. His leading was mostly from behind.

..."Massell said it was an honor to serve Middletown, the town where he grew up. He said he was proud of the large efforts the board undertook — working to keep property taxes down and leading the community through superstorm Sandy, Hurricane Irene and several blizzards — and also relished the lighter duties, like marching in parades for the township's Little League teams.
"It was very humbling. It was a tough decision to make," he said of leaving the township post. "It was an overall great experience. I loved every minute of it."

Mansell's presence won't be missed on the Township Committee, he was just a bump on the dais anyway. Now however, the speculations can begin on who will be appointed to replace him until next years election. My bet would be someone from the Planning Board. We'll see soon enough.

Letter: Shocking that some municipalities are still using data software for assessments

Dear Editor,

The recent revelations of corruption involving the Monmouth County Tax Board and property evaluation reassessments are shocking.

But it is more shocking that any towns are still using the software of Realty Data Systems LLC to conduct reevaluations.

The entire Monmouth County Tax Board must resign and the reevaluations should be immediately halted.

Jan. 9th Last Day To Request Re-Assessment For Storm Damage

Property owners have through January 9th to notify the local tax assessor or county tax board either in writing or by using an online application at the county website to file for re-assessment of storm-damaged buildings.

The online form is available here: http://oprs.co.monmouth.nj.us/DRPortal/Home.aspx.

There is a note on the top of that web page that says the portal will close for submissions on January 9th. January 10th, however, is the date that has been widely circulated in the media as the deadline. I called the Monmouth County Tax Board (732-431-7404) to check.

Monmouth County Tax Administrator Matthew Clark advised that the statute actually says that notice must be provided “prior to January 10th”, which makes Wednesday, the 9th the last day. Given the confusion about the deadline, I asked how written notice received on the 10th would be handled. Mr. Clark said that decisions would be made on a case by case basis.

A staffer at the Middletown Tax Assessor’s office said that at this point they feel that most applications have been submitted, such that late filing is not expected to be a significant issue.

In addition to the county’s online form, the Middletown Tax Assessor’s office has advised that an email will also suffice as written notice. You can email the Middletown Tax Assessor using the following link on the Township’s website: http://www.middletownnj.org/content/contact-us.html?contact=Tax%20Assessment. Include name, address, and phone, and also block & lot number if you have them handy. Also, it’s a good idea to request a brief reply to confirm timely receipt of your email. The phone number for the Middletown Tax Assessor is 732-615-2089.

Re-assessment is for the 2013 tax year for properties that remain significantly damaged beyond January 1st.
