3 Years Later Brophy Was Right To Oppose Federal Detainees Held At Monmouth County Jail


Democratic Freeholder candidate Brian Froelich, wrote a letter that appeared in the Asbury Park Press over the weekend that stated how 2010 Monmouth County Sheriff candidate, Eric Brophy, was correct to oppose housing federal detainees in our county jail sighting the need for excessive overtime and other costs associated with it.

Now 3 years later, Monmouth County Sheriff Shaun Golden, has decided to end the program that he championed as a money saver for the county, sighting excessive overtime costs and other expenses as his reason to end the program! Go figure...

Here's the letter:
The Asbury Park Press and the Monmouth County Republicans were wrong again.
When Democrat Eric Brophy ran against Republican incumbent Shaun Golden for sheriff in 2010, he said that housing federal detainees in the Monmouth County Jail for the federal government was causing expensive overtime, costing the county money, and should be stopped. Golden disagreed.
The Press endorsed Golden on that basis and said: “Brophy argues the county is losing money by housing federal detainees, saying it costs $179 per day to house an inmate, while the federal reimbursement rate is only $105. Golden’s argument that the county actually saves money … is more convincing.”
On Monday, Sheriff Golden’s office reported it would stop housing federal detainees in order to reduce corrections officers’ overtime and save money.
Now, if Golden and Republican freeholders would also stop hiring double-dipping pensioners, they might get close to saving the taxpayers what Democrat Brophy and others would have been saving taxpayers for the last three years.

In late October, 2010, New Jersey Watchdog, an organization which reports on government waste, fraud and abuse, revealed through a thorough examination of internal documents, a series of elaborate manipulations conducted by Sheriff Golden and his predecessor, to fudge job titles to enable a high-ranking sheriff’s employee to simultaneously collect a pension and a salary—in violation of state pension laws. The deception was pulled off by placing the officer in a fictitious, non-existent position—a position eliminated via departmental order, back in September 16, 2008—one week before the hiring of Mr. Donovan. When this was brought to the attention of Mr. John Sierchio, a Bloomfield police sergeant, and chairman of the New Jersey Police and Fireman’s Retirement System (PFRS), he immediately demanded an attorney general criminal investigation.
When Shaun Golden assumed control of the Sheriff’s Department in 2010, he permitted the scheme to continue, enabling the officer—identified as Mr. Michael “Mickey” Donovan—to continue. This continuance and abuse of the pension laws enabled Mr. Donovan to collect an $85,000.00 yearly pension and receive a county salary at $87,000.00 for a total of $172,000.00 per year.
Had the hiring been legitimate, Mr. Donovan’s pension would have immediately ceased, compelling him to re-enroll into his former pension plan. This would ultimately place money back into the depleted PFRS pension plan—entitling Mr. Donovan to a county salary—not both!
When caught like a deer in headlights by Watchdog’s embarrassing and explosive revelations, Sheriff Golden conducted “damage control,” by scrambling to change Mr. Donovan’s job title to that of “undersheriff.” This particular position is not a pension covered civil service title; therefore, not subjected to state pension laws—This additional scam now permits Donovan to “legally” double-dip in ways more lucrative than ever—his “promotion” to undersheriff, during Golden’s second-year at the helm, gave Donovan a $6000.00 pay raise. A position with the same duties and responsibilities, as the position he held prior to the “promotion.”
The chronicle of disturbing events, detailed by New Jersey Watchdog, is not only nauseating, and taxpayer unfriendly, but in my opinion, violates the public trust, and an oath of office Sheriff Golden recited not too long ago.
I certainly believe “The Donald” would say, “Sheriff—your fired!”

Mr. Sage will you be making a fool of yourself again this year? Just kidding, I know you can't help yourself, so of course you will. I guess candidate Froelich will fall to the same fate as former Sheriff candidate, Eric Brophy, that is, another record loss. I can't believe any candidate in Monmouth would EVER let you attach your name to their campaign. Your a proven loser. The Donald would have never even hired you. Thanks for another win Jimmy!
