Bullying exists in many forms in all parts of society, we can't pretend that this only exists in the school. The bullying that occurs in school is only a symptom of of the same problem that plagues all of these levels. We as humans have yet to share an understanding of how to be fair to one another.
Take a look at the south park bullying episode that was aired recently for an example.
