Middletown Tax Assessor To Receive $15K "Bonus" Under New Salary Ordinance

According to the new Township Salary Ordinance 2011-3027 that will be voted on and possible adopted at Monday night's Township Committee meeting in Middletown, the Township Tax Assessor Charles Heck, is in for a windfall bonus of $15,000 for doing such a great job preparing for the Township reassessment.

Heck's base salary is already over $108,000 according to the APP's Data Universe . And everyone knows what a great job he did preparing the Township's re-evaluations, he was suspended without pay for withholding information and not turning in reports on time. The work he did was of such quality, it sparked a huge avalanche of tax appeals that the Township is still trying to dig itself out from under.

Now, the Township thinks that Heck was overworked gathering numbers for Reality Appraisal, the company that the Township paid $400,000 to recently and was in charge of the reassessment, so he should be given a $15,000 bonus for all his extra work!

According to former Committeeman Sean Byrnes, the Township Committee tried last year to give Heck his bonus, but when Byrnes complained and disagreed with the idea it was dropped from consideration. Now that Byrnes is no longer on the Committee, those that feel Heck should be compensated for his fantastic extra work on behalf of the Township, have once again introduced it and plan to move forward.

I suppose this bonus money is coming from the funds that have been pilfered from the Library's $500,000 that they Township has just confiscated.

BTW - The Assistant Tax Assessor will also be receiving a $5,000 bonus according to Ordinance 2011-3027 . Does anyone know who that person is? They must be doing an equally bang up job as Heck has done to justify a bonus when other's have been subject to a salary freeze.

Is Hecht being rewarded for all his shenanigans during the REVALUATION and is the reward he is getting for those illegal antics and being Scharfey mouthpiece then ? He was ordered to appear in Freehold before the Monmouth County Tax Board at the time !

This whole bunch needs to be investigated because they continually defy the law.

How about the fact that Heck took on more work by his office and got Realty Appraisal to reduce their fee by $50k thus saving the taxpayer $30k for the reassessment?

Did Sean Byrnes tell you that???

anon 1:09, That still does not justify anyone getting a bonus in these times. Any bonus should be held back until the TC has a firm handle on the budget and is not accruing more debt. Why does the TC criticize the unions or anyone else who gets raises but doesn't practice what they preach when it comes to employees in this town? They are transparently hypocritical as usual.
Elections have consequences.

He also has an experienced former employee now retired working as a temp to help get it done and his attitude stinks !! He forgets he works for the taxpayers in this town besides the "five" on the dais.

You have to be kidding! A 15k Bonus for a guy making over a 100 how many more people that work for this township are also getting a raise and what are there salaries now before the raise. Why is it that the people that make under 60k in the township are cap at 2% and from what I see from friends that work for the township the township is in contract talks right now and is putting on the table 0% this year 1% next. And 1% in 13 also is there any truth that also that under the new salary ordinance the all non union people are getting raises?

Some employees are getting pink slips, but others are getting bonuses??? I can't imagine ONE argument in support of this that will hold water.

Ok someone try and explain this to me. The township is voting on giving out two bonuses after 1. they just handed out pick slips. 2. took money from library. 3. Cut out programs and 4. Cut operational budgets. How many more people are getting bonuses. If you look at that salary ordinance things don't add up are they lowering salarys to what's on the ordinance. If not thoses salarys don't match up with what's on app data.

This "bonus" is especially heinous due to the fact that it is being given during a time of extreme financial hardship for the township. How can they justify this expenditure when there are imminent layoffs of police officers, the entire Parks Dept and other low-paid employees in clerical positions? Why is it that the rank and file employees who do the most work always get the shaft while the high-paid "managers" sit back unscathed??

Before implementing layoffs (AND giving out bonuses) Middletown should revisit the idea of a Finance Committee, and REALLY scour each department's budget for waste. Believe me, there's LOTS of it in this town!!

Hey everyone....that raise for Hecht is PAYOLA,PAYOLA, PAYOLA....plain & simple by the SIMPLETONS that serve on that dais. Especially considering the crap dished out by slippery tongue and the butterfy. Could not tell the truth if live depended on it,not one of them.

These bonuses are good ammunition for the unions to fight the layoffs as the TC has to demonstrate financial hardship to civil service to go through with them. Once again an ill thought plan by the TC, most of whom have not lived in town all that long.

Remember this in November when you pull the lever!

Hey, what's the matter with the Township Administrator and where is his managerial ability or did he ever really have any ? What a shame !!
Any independence he ever had he sacrificed for a promotion.

The assessor worked for Reality Appraisal and he also served as assessor in Highlands and may still.

I think it is wrong to give anyone a "bonus" for doing their job. Bonuses should be used as an award for going far and above the all of duty and that was not done here.

I also can't fathom how a bonus can be justified when the township is in the middle of a budget crisis and about to lay off 26 employees. It doesn't make sense and is not sound or prudent use of tax payer money.

According to the Highlands Borough website. Heck is the tax assessor there also. Guess his part time job in Middletown nets him a tidy part time wage and bonuses for work he's PAID to do.

And 26 or so employees in Middletown got lay off notices.??? ???????????????

It's long past time for an investigation of government in Middletown. Plenty of reasons for it.

No you can't impeach Tony Mercantante, he is not an elected official. The only way to get rid of him, if that's what you want, is to fire him. And that's not going to happen

If that is true about Mercantante, I would be very surprised if he took it.

1. Because it would be a temporary patronage job.
and
2. He gets paid $125K or more a year to be the Township Administrator, he could never make that with the State.

Don't worry,Merchantante knows what side his bread is buttered on and that's why he is in the position he currently holds. Ole Judy took care of him before she got the call by a "higher authority'.
As for Merchantante,he has talent but he has lost his way bending over kissing A$$es. The fumes have affected him. He can't give a straight answer anymore to anything. What a waste and what a shame.

Ya know, instead of posting false information, you can just ask for correct information.

Learn how to form a question, like "Which employees (if any) are getting increases in their paychecks and why?"

Chances are that your imagination is incorrect and that there are legitimate management reasons for decisions being made.

Just throwing political hand grenades doesn't really help anything.
