With Geniuses At Work, Cost Analyses Are Done In Their Heads And Not With A Calculator, Pen or Paper

Before I post the latest video of the Middletown Township Committee at work during this past Monday night's workshop meeting, I have to post this clip, it's a classic!

During the public hearing to discuss the $1.5M bond ordinance(#2013-3087) that will be used to finance the construction of 1 artificial turf sports field on the grounds of Thompson School and other field improvements at various schools around town, resident Linda Baum asked if a cost analysis was done to show revenue neutrality regarding the borrowing of the $1.5M to construct and improve these fields. The reason behind her asking was simple, at a previous meeting Committeeman Kevin Settembrino commented that the field project would be "revenue neutral" (his words) and the bond would be paid off by the money raised through increasing the user fees that various sports leagues around town pay to use the fields. To see if this was true and verify that revenue neutrality was indeed going to be achieved, she wanted to know if any documents existed to support Senttembrino's statement.

In typical fashion, acting mayor Gerry (I learned everything I needed to know about budgeting through osmosis) Scharfenberger told Ms. Baum that yes, there was a cost analysis done but there were no documents that could be OPRA'ed by her to verify the numbers because it was all done in in their (Township Committee/Administrator's) head.

OMG and LOL, I can't stop myself from laughing!  We really do have a bunch of geniuses working for us here in Middletown.

Buono for Governor Releases "Always Proud" Ad

Last week, the Christie campaign released an ad that tried to paint a rosy picture of New Jersey. Yesterday, the Buono campaign released "Always Proud" to give the real story.

"In his campaign's first television ad, Governor Christie papered over the truth about how his policies have devastated the working poor and middle class. Our new web video sets the record straight by highlighting just how bad he has been for New Jersey.", said Buono campaign spokesman David Turner.




...Christie's ad didn't exactly tell the full story on the last four years in New Jersey. It is time to nominate Barbara Buono for governor of New Jersey - Vote June 4th.

Statement on Christie Veto of Lottery Privatization Oversight Bill


WASHINGTON, D.C.—Congressman Frank Pallone, Jr. (NJ-06) issued the following statement upon New Jersey Governor Chris Christie’s veto of a bill allowing legislative oversight over state’s plan to privatize lottery operations:

“Governor Christie’s decision to veto a bill that would have allowed important oversight over the impending privatization of New Jersey’s lottery is disturbing and speaks even more clearly of the need for such legislation. New Jersey’s lottery is a $2.6 billion enterprise and Governor Christie’s veto is a step in wrong direction to ensuring transparency over the process. I thoroughly disagree with the Governor’s decision and I will continue to remain committed to ensuring that this process is in complete compliance with federal law.

“That’s why, along with five of my colleagues, I signed on to a letter last month to U.S. Attorney General Eric Holder requesting a review of New Jersey’s lottery privatization plan by the Department of Justice. Now that the Governor has vetoed legislation that would have provided critical oversight, it is even more imperative that federal government examine this process.”

(NEW JERSEY) – Today, One New Jersey released its third television commercial - highlighting the huge disconnect between the Chris Christie yukking it up on talk shows and his real, regressive record in New Jersey.

The spot will run as an additional six-figure, state-wide cable buy for the next few weeks. It is being supplemented by a robust online ad buy. This new commercial is airing concurrently with One New Jersey’s other spots, which have been running on cable, broadcast television and radio for the past month.



It's easy to sell a bill of goods in a five-minute segment with softball questions on an entertainment show, but it's quite another thing to answer for consistently trailing America when it comes to jobs, vetoing women's health funding and vetoing an increase in the minimum wage while protecting a tax cut for millionaires. When you scratch the surface, there's an enormous gulf between Christie's manufactured image and the reality that New Jersey families are hurting under his watch -- because of regressive policies, backwards priorities and wrong decisions.
Under Chris Christie, New Jersey has America's 7th highest unemployment and is the worst state in the region when it comes to joblessness. Property taxes skyrocketed some 20% on Christie's watch, while services are slashed. Fiscal pain has been pushed along to municipalities, while local residents are paying more and receiving less from local government. Commuters are dealing with higher train tickets, bus fares and tolls. Schools are in disrepair, while teachers are disparaged. New Jersey also became home to the 2nd highest percentage of mortgage loans in foreclosure in America, even though rates nationally are falling to their lowest levels since 2008.
TV's Chris Christie is funny. But there's nothing funny about what Republican Governor Chris Christie is doing to our families.

Congressman calls for an end to across the board GOP spending cuts hitting Meals on Wheels

Long Branch, NJ— On Monday, May 6, Congressman Frank Pallone, Jr. (NJ-06) visited Interfaith Neighbors, which operates a Meals on Wheels program in Asbury Park that has been strained due to the federal across the board budget cuts known as the sequester. Pallone called for a complete reversal of the cuts and noted their impact on the elderly, infirmed and homebound.

“Cuts to programs like Meals on Wheels are a perfect example of why Republican approach to indiscriminate, blind cuts are such a bad idea,” said Pallone. “Meals on Wheels addresses the very serious issue of hunger in our communities, enabling seniors to live longer in their homes by proving food and companionship. Limiting the ability of Meals on Wheels to provide those in need with food is unconscionable. Congress must fully repeal these destructive cuts and work on an approach to fix our deficit sensibly.”

Meals on Wheels offers seniors better health through the combination of a hot, nutritious meal and an opportunity for companionship. Interfaith Neighbors’ Meals on Wheels program is funded through U.S. Department of Agriculture reimbursements, Monmouth County grants, and donations. Interfaith serves nearly 400,000 meals per year and, as a result of the federal budget cuts, will provide 32,000 fewer meals to seniors.

The meals are nutritionally well balanced and planned by a registered dietitian on staff. The meals are available Monday through Friday from 10:00 a. m. to 2:00 p. m., and a limited weekend and holiday meal program is provided for the most needy and frail homebound seniors who have no one else to care for them. Meals on Wheels serves seniors over the age of sixty and a limited number of younger disabled persons as well.

Interfaith Neighbors, Inc. is a non-profit New Jersey Corporation, supported by over 90 religious congregations of all denominations plus hundreds of private donors as well as corporations, charitable gift trusts and foundations.

Congressman Pallone voted against the sequester, a set of indiscriminate federal budget cuts that went into effect March 1.

3 Years Later Brophy Was Right To Oppose Federal Detainees Held At Monmouth County Jail


Democratic Freeholder candidate Brian Froelich, wrote a letter that appeared in the Asbury Park Press over the weekend that stated how 2010 Monmouth County Sheriff candidate, Eric Brophy, was correct to oppose housing federal detainees in our county jail sighting the need for excessive overtime and other costs associated with it.

Now 3 years later, Monmouth County Sheriff Shaun Golden, has decided to end the program that he championed as a money saver for the county, sighting excessive overtime costs and other expenses as his reason to end the program! Go figure...

Here's the letter:
The Asbury Park Press and the Monmouth County Republicans were wrong again.
When Democrat Eric Brophy ran against Republican incumbent Shaun Golden for sheriff in 2010, he said that housing federal detainees in the Monmouth County Jail for the federal government was causing expensive overtime, costing the county money, and should be stopped. Golden disagreed.
The Press endorsed Golden on that basis and said: “Brophy argues the county is losing money by housing federal detainees, saying it costs $179 per day to house an inmate, while the federal reimbursement rate is only $105. Golden’s argument that the county actually saves money … is more convincing.”
On Monday, Sheriff Golden’s office reported it would stop housing federal detainees in order to reduce corrections officers’ overtime and save money.
Now, if Golden and Republican freeholders would also stop hiring double-dipping pensioners, they might get close to saving the taxpayers what Democrat Brophy and others would have been saving taxpayers for the last three years.

More Than 18 Every Day

The following is from Congressman Rush Holt's newsletter:


As I have written to you previously, before today is out, if it is like every other day, at least 18 more veterans will have taken their own lives. In each of the past two years, I have obtained $40 million for military suicide prevention and outreach. Rep. Jon Runyan, a New Jersey Republican, has been a partner in this endeavor.

On Tuesday, at a press conference at the World War II Memorial in Trenton, we urged continued action to prevent military and veteran suicide. Ninety-seven of our colleagues in the U.S. House have joined us on a letter urging continuation of the $40 million again this year.


At the press conference, we spoke about the Vets4Warriors program, which connects veterans to peer counselors. Linda Bean, the mother of Sgt. Coleman S. Bean, who took his own life after returning from service in Iraq, spoke movingly about the need for greater outreach.

Veterans who are struggling with the emotional, physical, family or career consequences of their service can call 1-855-VET-TALK (1-855-838-8255), 24 hours a day. The call is free, and all counselors are veterans.

Not Just Air Traffic Controllers

Following debate soaked in hypocrisy last week, Congress voted to excuse air traffic controllers from the across-the-board spending cuts known as the sequester.

The legislation was presented by the authors of the sequester. I wonder what government services they next will decide are invaluable and irreplaceable.

Curiosity, Hope, and Fidelity to Facts

This week I attended an assembly of the National Academy of Sciences where President Obama, recognizing the 150th anniversary of the Academy, said, “What is so necessary for us to continue our scientific advance and to maintain our cutting-edge… is restless curiosity and boundless hope, but also a fidelity to facts and truth, and a willingness to follow where the evidence leads.” I appreciate having a President who has such a good understanding of the nature of science.

Meanwhile on Capitol Hill, Members of Congress were showing fundamental misunderstanding of the nature of science. Chairman Smith of the Science Committee proposed that no project of the National Science Foundation be approved unless the Director certifies in advance that it will enhance the U.S. economy or security in some specific, identifiable way. Presidential Science Advisor John Holdren responded that funded research should be measured by the time-tested process of peer review, not official certification.

The state Division of Banking and Insurance representatives will hold a Mobile DOBI in Middletown at the Tonya Keller Community Center on Wednesday, May 8th from 12:00- 7:00 p.m. to help assist residents and discuss recovery and rebuilding efforts. The center is located at 50 Bray Avenue in North Middletown.

“This is an invaluable opportunity to get some face time with agencies that can help residents navigate through the recovery and rebuilding process,” said Mayor Gerard P. Scharfenberger. “I hope every resident recovering from Sandy will stop with questions.”

Staff will provide consumers with literature on such topics as property insurance, flood insurance and general information about filing insurance claims, as well as answer general questions and assistance. In order to expedite matters, residents should bring their insurance policy and any claim information to the mobile office. FEMA representatives have been invited to attend.

Pallone Announces Plans for Sea Bright to Manasquan Beach Replenishment Project in Monmouth Beach



Long Branch, NJ— Today, Congressman Frank Pallone, Jr. (NJ-06), joined by Monmouth Beach Mayor Susan Howard, announced the Army Corps of Engineers’ plans for the Sea Bright to Manasquan beach replenishment project. Congressman Pallone outlined the scope and timeline of this critical work that will help protect the Shore.

The project will cover a majority of the beaches from Sea Bright to Manasquan, which is the largest beach nourishment project ever undertaken by the Army Corps of Engineers and the world’s biggest beach-fill project, in terms of sand volume. Once completed, the greater protective barrier between the coastal communities and the ocean will reduce the risk of flooding and storm related damages.

“Sadly, Sandy made many of our beaches already in need of work go from bad to worse. Sand was swept away by the storm, flattening our beaches by five to ten feet and narrowing the width, too. Not only will this project will fix the damage caused by Sandy but the Army Corps will replenish the beach to the original design profile, which will make the beach much wider than it was prior to Sandy,” said Pallone. “I have fought for these projects for years, and I’m pleased to finally see progress.”

"The Corps of Engineers is pleased to be moving forward with this beach replenishment project," said Col. Paul Owen, commander, Army Corps of Engineers, New York District. "Coastal storm risk reduction is a high priority and this project will go a long way toward helping to protect residents and infrastructure along the shores of Monmouth County."

$102 million has been allocated for this project from the Sandy aid package, which Pallone fought to pass in Congress.

The Army Corps of Engineers will complete this project through four contracts. The contract for Sea Bright to Monmouth Beach will be awarded in June, and the remaining three contracts: Belmar to Manasquan, Long Branch, and Asbury to Avon will be awarded in July. The Army Corps of Engineers expects to complete the entire project by the beginning of next year.
